Doula Services

Delaware First Health is excited to announce a new Medicaid benefit for doula services effective 1/1/2024. We recognize the important work doulas do in their community and the vital role they have in addressing disparate maternal and infant health outcomes.  We look forward to partnering with eligible doulas and our provider partners, including PCPs, OB-GYNs, and hospitals.

Below is general information about the benefit, reimbursement, and steps to become eligible for Medicaid reimbursement and enroll with Delaware First Health.

Benefit & Reimbursement  

  • Minimum of one (1) prenatal visit
  • Max of three (3) prenatal visits up to 90 minutes ($15.83 per 15 minute/unit)
  • Max of three (3) postpartum visits up to 90 minutes  ($15.83 per 15 minute/unit)
  • Attendance through labor and birth (payable at $477 flat fee)
  • Attendance at all 6 visits and delivery ($100 incentive payment)

Steps to Become a Doula Eligible for Medicaid Reimbursement

  Complete our online Doula Interest form so we can send you updates and get feedback on questions you have regarding the new benefit.  This is voluntarily.

   Download and complete the Doula Application on the Delaware Certification Board website.

 Apply for a national provider identification number (NPI) from the Centers for Medicare and Medicaid (CMS) through the National Plan & Provider Enumeration System (NPPES) site with the taxonomy 374J00000X – Doula: Nursing Service-Related Providers.

Complete the online enrollment process with the Delaware Medical Assistance Program  (DMAP)  in the DMAP Portal.  You will complete the MCO-Only Registration application.

 Once you are enrolled as a Medicaid provider, you will need to complete the enrollment process with us by completing an online Contract Request Form and uploading the completed Doula Practitioner Data Form (PDF).
